A new ‘El Chapo’ emerges in Sinaloa

The dust has settled from the latest war within the Sinaloa Cartel, revealing the shape of what remains of the surviving criminal structures after 15 months of fighting. The infighting between factions has left the main ones battered, especially Los Chapitos, commanded by the sons of Joaquín “El Chapo” Guzmán, the old regional drug lord. Of the four sons, only two remain at large, living on the run and stripped of their key lieutenants, who have either been killed or captured. Their enemies — the sons and followers of their father’s former partner, Ismael “El Mayo” Zambada — have emerged stronger from the war. But the biggest victory in all this violent chaos belongs to neither faction.

Alejandro Gertz Manero, one of the veteran figures of Mexican politics, has stepped down as attorney general but, at 86, he is not retiring from public life. In his resignation letter, he said that he will become an ambassador “to a friendly country.” His departure had been widely rumored before, as had his health issues, but it was only on November 27 that he finally stepped aside.

Trump’s latest provocation comes at a time when both countries are preparing a general agreement on bilateral security. Experts agree that the Republican is following his usual pressure-and-release strategy, although they point out that Mexico can take advantage of Washington’s willingness to crack down on criminal groups and clean house.

The murder of a DEA agent in Mexico 40 years ago has become a topic of interest this week with the transfer of one of his alleged assassins, Rafael Caro Quintero, to the United States. The transfer — not an extradition, as clarified on Friday by Mexican Prosecutor General Alejandro Gertz — was part of an extraordinary operation, carried out between Wednesday and Thursday, involving 3,500 police and military personnel and ending with 29 Mexican cartel bosses on U.S. soil. It remains to be seen whether the operation will completely remove the tariff threat looming over Mexico or whether, at least, it will resut in a pause in the medium- or long-term.
